Overview of MSO License

What is an MSO license?

On 1 May 2017, the Ministry of Information and Broadcasting launched SEVA Broadcasting to initiate recreational applications for MSO licences.

For all multi-system operators who wish to provide cable television network services on digital addressable systems, it is mandatory to obtain an MSO license or MSO registration online from the Ministry of Information and Broadcasting.

What is a Multi System Operator?

What would the world be without TV? And, what would a TV be without a good cable service provider? An MSO (Multi Service Operator) is a cable television service operator. It operates multiple cables and direct broadcast satellite television systems – providing the customer with many television channels.

Modern and digital India has made becoming a Multi-System Operator a profitable business, but there is a catch. A Multi-System Operator who seeks to provide cable television network services with Digital Addressable Systems has to take an MSO certificate from the Ministry of Information and Broadcasting (MIB).

Eligibility criteria for MSO License in India

  1. For an MSO to be able to file a cable operator license application, the eligibility criteria are as follows:
  2. Suppose the applicant is a body of persons or an organization of persons (firm, society or association). At least 18 years of age should be required for all members of that association/body of persons.
  3. If the applicant is a company, it should be a company registered under the Companies Act, 1956.
  4. The applicant should be of mind as declared by the competent court.
  5. The applicant must not have been convicted of any criminal offence.

Documents required to obtain an MSO License

According to the MSO Licensing Guide, there are three types of MSO license applicants: an individual, an organization/association consisting of several individuals, and a registered company.

Individuals Identity

  1. Copy of Aadhaar or Voter ID card to prove Indian citizenship.
  2. Copy of DOB certificate
  3. Copy of PAN card
  4. Latest ITR copy, if filed
  5. Copy of Bharat Kosh currency of INR 1,00,000/-
  6. Copy of Aadhaar or Voter ID Card or Indian Passport as Proof of Residence

Net Worth Requirements

  1. Balance sheet
  2. Profit and Loss Account

Authorization

  1. A copy of the authorization letter if the person hires someone to file the application on their behalf.
  2. Copy of the undertaking on INR 10 stamp paper.

If the applicant is already a cable operator:

  1. Copy of Office Registration Post
  2. Copy of GST Registration
  3. Copy of entertainment tax registration, if applicable, in the area where the person is employed.
  4. List of local cable operators covered
  5. LIST OF LOCAL/GROUND CHANNELS CARRIED BY THE APPLICANT’S CABLES
  6. List of mandatory channels carried by the applicant’s cables.
  7. List of permitted satellite channels carried by the applicant’s cables.
  8. List of contracts signed with broadcasters.

If the applicant is not already a cable operator:

  1. Copy of GST registration, if available. The applicant has to apply otherwise.
  2. Submit a copy of the GST registration and receipt of that application.
  3. If applicable, but registration is not present, the applicant shall apply for entertainment tax registration and submit a copy of the application receipt.
