Overview of Bureau of Indian Standards (BIS)

BIS is a short form of the Bureau of Indian Standards, the national standards body of India established under the BIS Act 2016. It has been established for the harmonious development of standardization, marking, and quality assurance of goods and incidental or related matters. BIS provides traceable and tangible benefits to the national economy by providing safe and reliable quality goods, reducing health risks to consumers, promoting import and export options, controlling the spread of varieties, standardization, certification, and testing.

In India, BIS issues BIS Certificates to customers to provide third-party assurance of the safety, quality, and reliability of goods. Our country’s government has mandated public health considerations for certain products. BIS certification aims to increase consumer trust and confidence in products, assure quality, protect consumers from hazardous products, and protect public health.

Manufacturers of electronic products listed under the Compulsory Registration Scheme (CRS) obtain BIS certification. The Compulsory Registration Scheme (CRS) was notified in 2012 by the Ministry of Electronics and Information Technology (MeitY). The ministry also passed an order in 2012 that a person cannot manufacture, distribute, or store goods for sale or import that are not compliant. Bear a standard mark as per Indian standards and with BIS unique registration number as specified in the order.

BIS demands a number of documents, as shown below, for the issuance of BIS Certification to the applicant:
  1. Name and Address proof of the applicant and the factory.
  2. Proof of Establishment of Manufacturing Unit such as Certificate of Incorporation or
  3. Registration Certificate, MOA, etc.
  4. SSI or MSME Certificate
  5. Details of Outsourcing of the manufacturing process
  6. Layout plan
  7. Location plan of the factory
  8. Manufacturing Process Flow
  9. Detailed List of Machinery involved
  10. List of Testing equipment and facilities
  11. Calibration Certificates of testing equipment
  12. 3rd party laboratory test report as per the Indian Standards
  13. If an authorised signatory signs the Application, an authorisation letter from the CEO in the name of the authorised signatory
  14. In the case of Overseas or foreign manufacturers, the Indian Agent and Nomination Form details.
  15. Technical details of products, such as PCB Layout, Schematic Diagrams, User Manual and Critical Components List
  16. Acknowledgement receipt
  17. Letter of Consent from CEO of Company
  18. Undertaking and Affidavit attested with ID Proof and signature of the approved Indian Representative (in case of the foreign or overseas manufacturer)
  19. Original Test Reports from BIS Laboratory
  20. Undertaking related to the test report
